Where each dollar comes from
The 2026 general fund, the part of the budget that pays for city departments, is $15,739,775. Here is where each dollar of it comes from.1
- 38¢Property tax · $5.97MThe one amount the city sets itself.
- 18¢State and federal aid · $2.90MMostly state revenue sharing, plus state road money for paving.
- 16¢Sales tax · $2.50MHudson's share of sales tax, as the BEA estimates it.
- 10¢Parking · $1.56MParking tickets, Front Street lot permits, on- and off-street parking, and other parking permits.
- 4¢Lodging tax · $575,000The city's tax on lodging stays.
- 11¢Everything else · $1.74MBuilding permits, interest and penalties on late taxes, cannabis tax, PILOTs, fees and more.
- 3¢Savings · $492,000Fund balance, plus two reserves: tourism board and firehouse.
Cents are rounded. The groups are FUTURE HUDSON's reading of the city's account codes; every line is in Go deeper.
Property tax is set. The rest is estimated.
Property tax is the one source the city decides for itself. Everything else, sales tax, parking, state aid, permits and fees, is the BEA's estimate of what will come in. The levy is what's left after those estimates.2
So a higher estimate for parking or sales tax means a smaller levy on paper. If the money doesn't come in, the year ends short. How the budget gets made →
The state is the second-largest source
The biggest single piece is state revenue sharing, $1,456,991. Another $923,287 is state road money, and the street paving line in the budget is the same amount.1
About $492,000 comes from savings
The 2026 budget plans to use $385,629 of the city's fund balance and $106,300 from two reserves.1 Savings can be spent once. Next year's budget has to find that money again, from another source, from more savings, or from the levy.
